Get Panebird from the Mac App Store. It lives in the menu bar, not the Dock.
One click adds the Panebird shortcut to the Shortcuts app, which does the moving.

Apps in the Mac App Store run in a sandbox that cannot move other apps' windows. Panebird works out where a window should go, and the Shortcuts app built into macOS moves it in about a tenth of a second. That is also why a small Shortcuts icon blinks in the menu bar after each move.
